npower troubles ‘just the tip of the iceberg’

Commenting on the announcement today (Thursday) that 900 roles are to be lost at npower this year, UNISON national energy officer Matt Lay said:

“This is grim news and means an anxious few months for staff across the company.

“But it’s just the tip of the iceberg – npower isn’t the only firm struggling. The UK’s entire retail energy market is broken and in need of an urgent fix.

“Households across the country are now better off because of the price cap. But as more energy suppliers shed staff, or go under completely, it’s businesses and consumers who’ll end up picking up the tab.”

GP changes could make ‘all the difference’ to patients

Responding to NHS England’s plans, UNISON head of health Sara Gorton said: “It can make all the difference to patients if they have access to the skills of staff like paramedics, physios and physician associates. But it’s far from clear where these extra people will be found.

“There are not currently enough staff nor training places. There’s a danger that general practice could simply drain ambulance services of staff, causing problems in already-stretched services.

“It’s also vital to ensure pay and conditions for staff in general practice are in line with the rest of the NHS.”

UNISON helps University of Bath win living wage accreditation

More than 300 staff at the University of Bath are set to benefit from a pay rise this spring, after UNISON and the university worked together to ensure that the latter can now call itself an accredited living wage employer.

Set to take effect in April, it means that all workers in the second-largest employer in the Bath and North East Somerset local authority will be paid at least £9 an hour.

The Living Wage Foundation currently sets £9 as the figure to reflect a truer cost of living once inflation is fully taken into account. This is significantly higher than the national living wage, which is set by the government and is currently at £7.83 for over 25s.

UNISON regional manager Gavin Brooks described it as “fantastic news for staff … UNISON would like to congratulate the university on setting the standard for other employers to meet.

“The living wage is about guaranteeing a meaningful standard of living for communities and I am sure that other key employers in the city – from the council to the care industry – will see the value in ensuring that they follow this example.”

University director of human resources Richard Brooks said:“These are financially challenging times for the sector and it is important that we invest our resources in the right things.

“I am delighted that our commitment to paying the voluntary living wage has been recognised in this way.”

UNISON regional organiser Simon Newell added that the union “firmly believes that paying the real living wage is not only the right thing to do, but makes excellent business sense”.

According to the Living Wage Foundation, since 2001, the campaign has affected over 180,000 employees and redistributed over £800m to some of the lowest-paid workers in the UK.

Defying the cold and looking to the future

January may have ended with a cold snap for much of the country – but that didn’t stop UNISON starting the new year with a firm eye on the future, for both our planet and of our union.

We joined fellow energy unions GMB, Prospect and Unite in calling for a meeting with energy secretary Greg Clark to plan a “just transition” to the low-carbon economy needed to deal with climate change.

UNISON played a key role in bringing the four unions – and activists who represent 200,000 workers in the sector – together to talk about the issues last year. The unions have now drawn up a template for “a constructive way forward in the decade ahead”.

Closer to home, we kicked off our year of young workers as well – helping to secure the future of UNISON, our public services and the workers they rely on now and for decades to come.

Most young workers are contending with low wages, insecure jobs and no voice at work. They need trade unions more than ever.

Alongside cold snaps, another January regular is the state of the NHS. This month, UNISON released the results of our Just Another Day survey of staff’s experience of 24 hours in the health service, which took place in September.

Almost half of health members on the front line of patient care said there are not enough staff on their shift to ensure patients are treated safely and with compassion.

The survey showed “the extent to which crisis level staffing has become normal across the whole NHS,” said the union’s head of health Sara Gorton.

At the same time, she noted: “it also shows the dedication and compassion these hard-working committed staff continue to show at the most trying times.”

Former UNISON editorial manager Diana Harrison shared her own patient’s-view experience of that dedication and compassion when she wrote to thank the hospital staff helping her through cancer treatment.

And in Whitehall, the government unveiled a 10-year plan for the NHS.

“The plan is honest about the scale of the staffing challenge,” said Ms Gorton. “But nothing will happen without more money to attract new recruits and train existing employees.

There was one more thing dominating the headlines in January, much has it has done for month, after month, after month: Brexit.

While MPs played about with parliamentary arithmetic, amendments and ‘meaningful votes’ whose meaning was often less than clear, UNISON concentrated on our members and the lives they live outside the Westminster bubble.

We welcomed the news that 70,000 union members who citizens of other EU countries living in the UK and providing vital public services won’t have to pay £65 to register their settled status – a move UNISON has been campaigning for ever since the fee was introduced.

On top of that, general secretary Dave Prentis took advantage of an invitation to Downing Street to warn prime minister Theresa May that a “no deal Brexit” would be a catastrophe” for the economy, public services and everyone who works in our schools, hospitals, town halls and police forces” and must be avoided at all costs.

Blog: An honour and a privilege to stand with the Birmingham homecare workers

The long-running homecare dispute in Birmingham is personal for me.

It’s an example of some of the most dedicated, caring people in our society being treated without dignity and respect.

It’s a clear example of the callous injustice of austerity, and the failings of a Labour council that should know better.

It is a dispute I’ve been involved in, involving visits to Birmingham itself, to the Labour conference in Liverpool and Westminster as well.

I’ve raised the dispute with Theresa May and with Jeremy Corbyn.

And I’ve made a commitment that our union will stand with these incredible women until this dispute is won.

So it was an honour and a privilege to join care workers, activists and friends from across the labour movement in Birmingham last night to express our solidarity and continue the fight for decency. Not just for these workers, but for the people they care for and the communities which couldn’t function without them. This is about the very future of public services themselves, at the coal face of austerity.

It is incredible to see how these care workers stand together, fight back and strike – day after day after day. UNISON has stood by these incredible care workers every step of the way as they battle for their jobs. They will always have our support – and my support – because they are the best of public services and the best of our union. We are so lucky to have them, and if they had any sense, Birmingham councillors would realise they’re lucky to have them too.

Homecare workers paid less than the minimum wage

Thousands of care workers across England and Wales are being paid less than the national minimum wage because councils aren’t insisting that homecare companies pay for travel time, says UNISON today (Wednesday).

Using a Freedom of Information (FoI) request, UNISON reveals that more than half (54%) of local authorities in England don’t state in their contracts that firms must pay employees for time spent travelling between visits.

According to the report – Pressed for Time and Out of Pocket – the situation is even worse in Wales where only two in five (40%) councils stipulate that private companies should pay for travel time.

A recent UNISON survey of homecare workers revealed that three in five (63%) were only paid for time spent in the home of people they care for.

Only paying for this contact time can bring care workers’ hourly pay rates well below the government’s national living wage, currently £7.83 for those aged 25 and over, says UNISON.

The situation has improved since UNISON last carried out an FoI in 2016, when just under a quarter (24%) of local authorities in England, and fewer than one in ten (9%) in Wales made pay for travel time a contractual condition.

UNISON general secretary Dave Prentis said: “It is an absolute disgrace that hard-working homecare workers are being penalised in this way. Poor rates of pay along with the pressure to keep time spent in each home to a minimum make life tough and play a huge part in the high turnover of staff.

“Both the Westminster and Cardiff governments should bring in a new legal duty for councils so they are clear that homecare providers must pay employees for every hour they are at work.

“Any companies who fail to do this should be prevented from delivering care services in the future.”

End threats to pay and hours for Birmingham care workers now

UNISON general secretary Dave Prentis is due to show his support this evening (Tuesday) for homecare workers in Birmingham who have been involved in a year-long dispute over their pay and working hours.

He is attending a solidarity rally in the city to pledge his continued backing for the staff who have so far taken more than 50 days of strike action in their battle with Birmingham City Council.

Up to 200 care employees face having their working hours and earnings slashed by the Labour-run council in a bid to cut its budget.

Dave Prentis will call on the council to end its threats to staff, saying: “UNISON has been standing by these incredible care workers every step of the way as they fight to maintain their hours and pay.

“This is a fight caused by years of government spending cuts, which have taken their toll on council budgets across the land. But councils, even though they face difficult decisions, should not be singling out some of the lowest-paid workers on their payroll.

“Millions of public service workers have seen their wages slashed and jobs axed during the austerity decade.

“These care workers are looking after vulnerable members of society. If they are forced to leave their jobs because of council-imposed pay cuts, there’s a risk that there won’t be enough staff to allow the elderly across Birmingham to stay in their homes.

Mr Prentis will continue: “This is a fight which isn’t just about these incredible women or those they care for. It’s about the very future of public services themselves, about whether we treat those who do the most vital work, with dignity and respect and about the future of our country and our communities”.

Care workers in Birmingham could lose around £4,000 under the council’s proposed reductions to their working hours. At one stage in the negotiations, some of the affected workers stood to lose up to £11,000.

Workers belonging to UNISON who are affected by the dispute have spoken of the devastating impact on their lives as a result of the changes:

  • One homecare worker said:  “I can’t afford to live on less than I earn now, the pay cut will bring me into poverty. I feel depressed and under a lot of stress. I’ve worked all my life and still struggle.”
  • Another said: “Since all this started I’ve been hospitalised. I’m not eating I’m so stressed, I don’t sleep. I can’t live on less money – I’d lose everything.”

UNISON has welcomed the news today (Monday) that the only NHS trust in the UK outside the national agreement for pay, terms and conditions is now to move over to Agenda for Change.

It means staff at Southend University Hospital will now enjoy the same pay, pension and annual-leave conditions as everyone else in the NHS.

The trust has operated outside Agenda for Change for more than a decade. But it meant staff in Southend were not guaranteed the same pay rises as their colleagues in other trusts around the country.

Last year, the trust agreed to mirror national NHS pay rates and, following consultation with unions, it has now agreed to move over fully.

Health workers at the trust belonging to UNISON voted on the changes, with 88% backing the move, which takes effect on 1 April 2019.

UNISON head of health Sara Gorton said: “This is great news for staff in Southend, and indeed the NHS as a whole.

“Now a nurse, healthcare assistant or porter in Southend, Sunderland or Solihull will be paid the same rate for doing the same job.

“Staff are better protected and treated more fairly if UNISON is able to negotiate at a national level.

“That’s how health unions secured huge rises for some of the lowest-paid workers in the NHS last year.

“For instance, a band two healthcare assistant’s pay rates will have gone from £15,404 last year to £18,005 in 2020.

“UNISON will work with the trust to support staff and make sure any changes go as smoothly as possible.”

Blog: The UK cannot leave the EU without a deal – the risk is too great

In two months, the UK is set to leave the European Union. At present, a ‘no-deal’ Brexit is a real possibility. The Prime Minister’s draft withdrawal agreement has been comprehensively rejected. The country stands at an economic and social cliff edge and as things stand, we are moving closer to catastrophe with each passing day.

As General Secretary of the UK’s largest union, representing 1.3 million public servants, a million women and hundreds of thousands of low-paid workers, I’ve been clear on what needs to happen. The UK cannot leave the EU without a deal – the risk is too great. There isn’t enough time to resolve the ongoing political turmoil – so Article 50 must be extended. And proper consideration needs to be given to options like a customs union or Norway-style deal that could afford some level of protection on jobs, wages and public services.

Last week, I met the Prime Minister in Downing Street. I spoke to her at length about the concerns of public service workers. I told her that years of austerity at the hands of her party mean public services are already at breaking point. I told her that the economic calamity of a ‘no-deal’ Brexit would wreck the economy and cause untold damage to services which simply can’t take further pain. I told her about the lives of those UNISON represents – the hospital porters, librarians and school cooks –and the pressure her government has already put them under. I told her that rights at work needed not just defending, but to keep pace with any changes across the EU, so that in future UK workers receive the same employment protection outside the EU as they would inside it.

I called on her to rule out no deal and extend Article 50 – so that the country can step back from the brink.

But I’m afraid the Prime Minister made no such commitments.

I am in no doubt that she heard what I and others have told her. That ‘no-deal’ Brexit must be avoided at all costs. The question is whether or not she will act accordingly.

What is needed at this time of genuine national crisis is an attempt to reach consensus. The alternative is the no-deal abyss and the free for all of World Trade Organisation conditions. In truth, Brexit conversations with unions – who represent millions of people – should have started years ago. Now that these conversations have begun, it’s essential that Theresa May continues to hears what I and others have said today. That means putting the interests of the country first.

We need to stop the clock on Article 50 to provide that most valuable commodity in any negotiation – time.

And the Prime Minister has to rule out the possibility of a ‘no-deal’ Brexit, before the whole country sleepwalks into a nightmare that will be impossible to wake from.

Health service staffing is compromising patient health, says UNISON

Almost half of NHS workers on the front line of patient care say there are not enough staff on their shift to ensure patients are treated safely and with compassion, a new survey published today (Friday) by UNISON reveals.

The study illustrates the effect of chronic understaffing in the health service, with unfilled posts and uncertainty about the future status of many workers having an impact on patients, says UNISON.

The snapshot survey Just Another Day examined attitudes and experiences for staff across the UK during one working day – the 24 hours of Tuesday 18 September 2018. The aim is to paint a picture of how staff felt about the pressures they were under.

The public service union, which represents hundreds of thousands of people in a range of health professions, is warning the government it must pump significant funds into the NHS to fix the problems caused by years of austerity. In addition, ministers must put a greater focus on apprenticeships to usher more people into healthcare professions.

Almost half (45%) of the respondents who were directly involved with patient care (6,778 out of 15,134 respondents) said there were not enough staff on their shift to deliver a safe, dignified and compassionate service.

Some departments were more severely affected than others. Hardest hit were those in acute inpatients where almost three in five (59%; 1,381 out of 2,345) said staffing was insufficient. It was also a serious issue for those in mental health (45%; 996 of 2,203), primary care (41%; 777 of 1,893) and community health (36%; 642 of 1,794).

Concerns about staffing levels come despite the number of bank or agency staff being used on the day. Nearly half of respondents (47%) said their service relied on bank staff on the day of the survey, mainly to fill nursing roles but also healthcare assistant posts, administration and a variety of other positions.

UNISON’s survey also raises other serious concerns. One in seven (14%) of respondents rated the quality of care as “compromised” and one in six (15%) said patient safety was compromised on the day of the survey.

The findings are based on responses from more than 18,000 healthcare staff from across the UK including nurses, healthcare assistants and support workers, students, ambulance service staff, cleaners and porters. The vast majority (90%) worked in the NHS, the remainder from the private and voluntary sector.

Other findings of the report include:

  • Almost two fifths of respondents (38%) worked longer than their scheduled hours, in many cases unpaid
  • Nearly one in six (16%) were subjected to violence, aggression and/or verbal abuse during their shift
  • More than a quarter (26%) reported extremely high stress levels.

The desperate state of staffing is illustrated by the most recent figures for the NHS in England, issued in November 2018. These indicated the service was short of almost 41,000 nurses (nearly 12% of the entire nursing workforce), with the total number of vacancies for all occupations close to 103,000.

UNISON outlines a number of specific recommendations to the government in its report. These include:

  • The NHS must be given a significant increase in funding to tackle the serious cuts to the service brought about by the squeeze on funding. Current resource pledges are not enough to meet patients’ needs
  • Legislation must be introduced for mandatory safe-staffing levels in England and Northern Ireland, building on the lead of Wales and Scotland

A renewed focus is needed on apprenticeship schemes as a way to improve access routes into healthcare professions. Changes to healthcare student finances are also essential to encourage training and recruitment to the service

  • The investment in improving pay and rewards must be continued in order to attract and retain health service staff. Stress and violence must be tackled to improve the working environment.

UNISON head of health Sara Gorton said: “This survey shows the extent to which crisis level staffing has become normal across the whole NHS.

“These are long-term, systemic factors not being properly addressed. The government must give the system the funding needed to tackle these issues. But hearteningly it also shows the dedication and compassion these hard-working committed staff continue to show at the most trying times.”

– In 2016, Wales became the first country in Europe to introduce safe staffing levels for nurses. Legislation is currently going through the Scottish Parliament to introduce safe staffing with a requirement for ‘appropriate’ numbers (rather than a method to calculate the levels, as has been adopted in Wales).
